Outlook > Tools Menu is missing services option

Ok, so I had to reload windows 2000 on some workstations,
and when it was finished and had restarted the exchange
mailboxes where no longer available for these users. I
reloaded office and once it restarts it says that outlook
is unable to load the default email folders. I need to
click on the Tools menu, click Services delete the service
and create a new one. This would be great and an easy
fix, except on the tools menu on both workstations outlook
programs their is no service option on the tools menu, I
can't figure out why and so no email which is killing us.
ANY help would be greatly appreciated!

Brad,

Sounds like Outlook is running in IMO (Internet Mode Only) mode which has
"Accounts" on the Tools menu. To confirm which mode you are using, click
About Microsoft Outlook on the Help menu.

If you are running in IMO mode you will need to switch over to Corporate or
Workgroup mode. The following article outlines this process.
