outlook timing out to server

I set up my dad's new Dell with outlook for email.
Everything was working fine. I did the service updates
that Microsoft recommended and now I cannt send or get
email. It never connects to the server. Any help is
apprecaited. My ISP was stumped and could not figure it
out.
 
dialup or broadband (cable/dsl)? if broadband, are you behind a router that
lets you share a single ip address?
 
I have the same problem. The error code I get is
0x800ccc19. According to the MS support page, that means
that a trap utility in pc-cillin is the problem. I've
also been told that Norton's Anti-Virus software can
cause this error. Problem is that I have neither on my
unit (I do have McAfee). I am on a dial-up modem--
SBC/Yahoo, FWIW. I didn't have any such problem until I
downloaded some MS updates in August. I haven't been
able to use Outlook for my email since, but have not been
able to devote the time to fixing it until recently.

Any constructive ideas would be welcome!

McAfee did put out an update a while back that kills POP/SMTP. Not sure if
they fixed it, but it might be worth a follow-up with them to see if/how it
was resolved.
