Outlook states mailbox full delete file, but will not action dele.

On updating from 2000 to 2003, the mailbox stated to be full, delete files.
But system will not allow files to be deleted, because it cannot open the
files.
I had a list of files under Inbox and 2 months only of unfiled messages in
my Inbox.
How can I activate Outlook?
 
Is this using an ISP mailbox (POP3 or IMAP) or is it using an Exchange server?

If POP3/IMAP, try deleting mails from your ISP's web mail interface.

I use POP3, and have a common webmail with my office, so cannot delete webmail.
It appears that my outlook 200 file was larger than that permitted in 2003.
But once loaded you cannot proceed forward or backward. I cannot trace the
files on windows explorer in order to swave a copy then delete.
