Outlook should run in a backround mode.

Microsoft Office Outlook should be able to run in the backround, still
allowing reminders, but not cluttering up my programs toolbar. Outlook should
hide like most instant messengers, but still perform it's task.

It already can. RIght-click the Outlook icon in the Notification Area and
choose Hide When Minimized.
