Outlook should let me store a note with each email

I use status flags with most of my emails. It would be nice to have the
ability to add a unique note to each email. This would allow me to include
details about the status.

You can already freely type a short note when flagging an item. Use the
Custom Flag and type in the "Flag to:" field.

you can use the flag for follow up field - just type over the text - or edit
the message and add a note. There is a utility available called OutNote -
