With Outlook 2003 unlike previous versions, to address an email to one or a
few members of a distribution list, you have to enter the list in the To bar,
expand the list and delete those members who you do not intend to send the
email. In previous versions you selected the list, then Properties which
opened the list and selected the member(s) to receive the email. This is not
only more intuitive but also easier especially when you have a long list.

Outlook 2003 is the first version that even allows you to change the
recipients in a DL on a per message basis. No previous versions even
supported that.

I disagree. I have been able to create my own list in previous version of
Outlook, then select anyone from the list and send an email to that
individual.

Provide the steps and the version.
You can easily select from among recipients within the Outlook Address Book
interface, but DL's have provided no such option until Outlook 2003.

I misspoke. What I was talking about was Groups that you can create in your
address book.

Indeed.
Not an Outlook feature. You were using the Windows Address Book not the
Outlook Address Book.
