Outlook should associate contacts with folders.

I often send files to people. But every time I want to send something I have
to go through lots of different folders to send them the right file. Most
often, a particular contact will be sent a file that comes from a specific
directory (like house plans, or billing). I wish Outlook would let me
associate a directory with a user so that everytime I add an attachment to an
e-mail going to that contact, the attachment window defaults to the desired
directory.
 
Have you tried opening the folder in Windows Explorer, then right-clicking
the file and selecting Send To > Mail Recipient?

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.


After furious head-scratching, Dedekind asked this group:

A low-tech approach is open the Contact, Insert File, as a Hyperlink
(shortcut if you're on an old version) and have the link on the Contact's
card that way. Each document associated with a client can be shown on their
Contact card this way.

Make sure you use the Contact lookup window too - it's a fast way to get to
their card.
