Outlook should ask if I'm sure I'd like to send this email to ?

How many times have you pressed send and only after it's gone do you realise
it was an unsuitable email to a Client or a Customer.

I'd like a Rule made (as a built in rule to select) so that when I press
send and it is going to a client (specified in a list I can make) a dialogue
box appears asking 'Are you sure you would like to send' Just to make me
double check I mean to.

Currently I have them on time delay before sending but this isn't enough.

The best way to handle this is to THINK before pressing Send. You're asking
Outlook to control technologically something ALREADY under your control and
that only you really can control.

The second best way, in my opinion, is to remove the "Send immediately when
connected" option and to disable the send/receive interval. That way, the
message will eb placed in your Outbox where you can review what you, in the
heat of passion, queued for sending to rethink whether or not it is
appropriate for the recipient to receive. If it's not, just delete it from
the Outbox. When you've reviewed your outgoing messages and are satisfied
they are all appropriate, then press Send/Receive.
 
You can create a rule (which the person apparently did) that holds a message
before sending. I use such a rule to hold mail for a minute, in case I
accidentally hit send or decide I need to add something.

I don't see how a dialog asking if 'you're sure' is going to improve on just
holding the mail for a few minutes (it will be annoying and most people will
disable it after a couple of uses) - if the problem is accidentally sending
to the wrong person or accidentally hitting send before you're ready, type
some garbage in the cc field so it can't resolve... if it doesn't resolve,
it won't send.
