Outlook should allow to choose who gets attachments in e-mails

I want to be able to choose who gets an attachment and who doesn't in an
e-mail. Many good e-mail systems out there have this feature, but I have not
been able to find it on Outlook which is the only option I have at work. If
there is a way to set this up, please let me know.

Anyone whom you include in a recipient field when composing a message with
an attachment will receive it. Those whom you don't include won't.
