Outlook should allow "Purpose a new time" for a meeting for cc:

Recipents in the CC: field cannot "Accept" a new meeting request.

Is your problem /suggestion that optional attendees can't propose a new time
or can't they accept a meeting request?

I think the reason they can't propose a new time is that they are not
required attendees and therefore shouldn't be able to control when the
required attendees meet. If you need to allow them to propose a new time,
add them as required attendees.

If they can't accept a meeting, then it's a different problem.
