Outlook should allow pre-time and post-time for events

There seems to be no way in Outlook 2007 to add pre or post time to events.
For example if my team is running a conference which starts at 12:00 but I
want all members to be there for 10:00 to help set up or I have an
appointment across town so will need 20 minutes to travel from one office to
another.

Is it too difficult to simply expand the event to include the pre- and post
times?
 
That's commonly called 'travel time" and no, its not supported. You need to
make appointments to cover the period. While you could just expand the
original appointment to include it, I recommend making separate 'travel
time' appointments - its less confusing, especially if you need to adjust
them or end up backing two appointments up that are in the same area. In
your example where some attendees will help with prep, a separate prep
appointment is better than expanding the main event.
