Outlook should access Outlook Web Access to sync schedule.

Others manage my schedule using Outlook Web Access. There is no obvious way
to sync my Outlook Web Access Calendar with my Outlook 2003 calendar, which
remains availabel when I do not have internet access. It would be great to be
able to synchronize the two, particularly on an automated basis.

This is an issue for your network administrator, not Outlook. Outlook fully supports access to Exchange mailboxes ***if*** the network administrator permits one of several different forms of access, depending on the Outlook version.

Since all Outlook Web Access is is a web view of your Exchange mailbox, then
the problem reduces to simply using Outlook to access the Exchange mailbox.
