Outlook Security Admin Package - POP accounts

I need to use the Outlook Security Admin Package however we do not have an
exchange server. Our outlook clients are all POP accounts. Has anyone tried
putting the "Outlook Security Settings" folder in a PST? Or any other
experience with customizing Outlook Security settings with POP accounts?

We are using Outlook and ACT and I’m trying to eliminate the prompt to allow
ACT to have access to Outlook Address Book.

It works only with Exchange. Use one of the other approaches listed at http://www.outlookcode.com/d/sec.htm

I have never seen it work outside of Exchange as form needs to go into a
Public Folder at the minimum, have you contacted Act to see if they have an
update to this issue.
 
Sorry that wasn't very well put
I doubt this will work outside of Exchange as the forms need to go into a
specially named Public Folder, a registry key is then set on the user that
looks to that Public Folder. If Act hasn't got a workaround then there is at
least one utility that will click yes for you.
