outlook say's you don't have appropriate permission to perform this operation"

I am having a hell of a time with outlook it keeps giving me the message
when ever I hit send and recive and can not get out of it...

I am in a tailsoin here and need some help big time please.

I have checked in to the dcomcnfg and everything seams fine there I have
no rules running? and I am certain I am the administrator, It is XP so I
have another user account on this laptop that has not been effected at
all,

I am tapped out and have not been able to get mail

can someone please help.

I have Outlook 2003 and have had the "You don't have appropriate
permission to perform this operation" issue. I have managed to fix the
issue. I ran the DCOMCNFG.EXE program which usually resides at
C:\WINNT\system32. Upon running the program I was prompted to record a
missing registry entry for Outlook and I chose yes I woul like to record
it. Then I went to the security tab of DCOMCNFG.EXE and gave myself
permissions in all three sections under that tab.
