Outlook says I don't have permission to open my .pst file

I had to restore my .pst file from a backup file and now
Outlook says

"Unable to open your default e-mail folders. File access
is denied. You do not have the permission required to
access the file C:\Documents and Settings\dave\Local
Settings\Application Data\Microsoft\Outlook\outlook.pst."

I checked the permissions and it appears that I have all
the permission necessary. I also removed and re-installed
Outlook, no luck.

So what type of media did the backup use? Tape, CD, hard drive, network
drive, what? If it was a read-only media, like a CD, then the file on
that media is marked with the read-only file attribute. When you copy
the file off the CD, the file will still have the read-only attribute.
Since you want Outlook to open this file and since Outlook requires
write permission to the file, you have to remove the read-only file
attribute (right-click on the file and uncheck the read-only attribute).
