Have you created any automation type stuff for your Outlook or
have you installed an addin or toolbar sort of thing?
Your error points to something like this however it is very general
and hard to pin down without knowing more about your environment.
Do you connect to the Exchange Server? If so, do you know what
version?
You could try opening Outlook using the ".../Safe" switch. This will
perhaps allow you to open Outlook in Safe mode which disables
all automation that may be hanging you up. However, you still want
to identify the culprit of the hang. The article in the link below will
outline how to use the ".../Safe" switch.

This error just started. When I attempt to open Outlook a small system32
window popsup and says :
