Outlook Rules not working on some messages

Hello, (and apologies for posting into 2 groups)

We have a problem in that a simple rule to forward all
messages to an external account does not work on all
messages. I have been through the Knowledge base and
tried the suggestions in articles 181636 (enabling
Automatic replies to the Internet) and also 259616 (using
Resolve P2 in the registry).

We are running Exchange 5.5 (SP4) on Win 2K (SP4). It is
a clean, recent installation and the server has been
rebooted recently. It used to work fine and we havent
altered anything recently.

At the moment, messages sent internally are not forwarded
and some messages sent externally are not forwarded. But
some are!

I'm completely at a loss... does anyone have any ideas
about how to solve this?

Hi - thanks a lot for the reply.

There are a couple of reasons why this won't work for us,
some of which I can work around but the main problem is
that the forwarding rules are regularly switched on or
off by our users depending on whether or not they want
their mail to be forwarded to their external accounts. It
just won't work if they have to ask someone in our IT
department every time they want to make this change.

What puzzles me is that the Outlook rules used to work
consistently until a couple of weeks ago and now they
dont. We haven't made any changes that I can think of...

Can anyone help? It would be much appreciated.
