That is an old defect in Outlook (and, I believe, through several
versions of it). Microsoft hasn't fixed it. Don't know about Outlook
2003 (I don't use beta software). The bug is that rules might not
execute on the FIRST scheduled mail poll. When scheduling is enabled
(to perform periodic mail polls), there is an initial mail poll
performed when you load Outlook. Rules might not run for this initial
mail poll. Sometimes they do, sometimes they don't. Sure would be nice
if Microsoft stopped wasting time coding new features to lure new users
to their product and just fix the bugs they already in their current
version.

Outlook E-mail Rules May Not Work As Expected
If you configure Outlook 2002 to send or receive messages when you start
the program, and you set up a rule that is applied to all incoming
messages, the rule is not applied to some incoming messages when you
start Outlook 2002. This only occurs when you are using Outlook 2002
with a POP3/SMTP e-mail account, and when Outlook is starting and trying
to download new messages from the POP3/SMTP e-mail accounts at the same
time.
Yeah, right. I have applied the MS Office XP Service Pack 2 and it help
some but still there is sometimes that it still doesn't work. This
paragraph makes it appear the YOU are configuring Outlook 2002 to load
and download at the same time when in fact all you did was leave it
configured with the default of using scheduled mail polls (and obviously
you want to schedule mail polls to eliminate having to remember to
manually do them). It's Microsoft that choose to start the first mail
poll too soon, and the user has no control over how long to delay the
first mail poll when Outlook is still loading. So it's your fault that
Microsoft can't figure out when Outlook is actually ready to perform its
first mail poll. Uh huh, right.
