Outlook removes attachments without asking if I want them removed

I'm sure this has been posted somewhere but I cannot find
it.

OL frequenely strips attachments from messages I send -
usually when I'm emailing a web page. WHile it does warn
me that it might do so, I am given no choice to tell it
to do otherwise.

I've checked Tools, Options, but do not see anywhere to
change the default setting.

Any ideas?

Outlook doesn't actually remove these files but only blocks access to it. It
does this for all files that contains scripts. Note that when you unblock
these file types it doesn't change anything for the receiver as the security
is controlled by his/her own configuration.

The best way to go would be to send these kind of files in a compressed
format (like zip-files). For e-mailing a webpage either cut and paste the
address bar in the mailbody or use this tool;
