Outlook pulling local contacts instead of global address book

Below is the email I got from a user:

The only issue is that Outlook does not use the global phonebook to
autocomplete addresses in the email header. It only suggests names from
saved local contacts. I can call up the global address book from its normal
location on the file menu, though.

open the address book, then look on its tools, options menu. is the gal on
the check names list? is it at the top?

also when outlook resolves address it stops when it finds the first match -
so if john exists in both the contacts and gal, it will stop looking in the
first list it searches.
 
Yes to both of those questions. When he types in a name from the gal that is
not in local contacts it does not complete the name or give suggestions. And
this is Outlook 2003.

Autocompletion does not reference contacts or ther GAL in any way
whatsoever. All it does is remember up to 1,000 of the addresses to which
you've sent mail in the past. If you send a message to a GAL entry, it will
remember that. If you send it to a Contacts entry, it will rememebr that,
too, but it's not referencing either the GAL or Contacts. It's remembering
what you entered into the recipient fields (To, Cc, and Bcc).
