"outlook.PST is not a personal folders file"

I had to restore my operating system. I exported outlook data into a .pst
file. When I attempt to import the same data into Outlook after I
reinstalled the software, I get the following message: The File
C:\Outlook\Outlook.PST is not a personal folders file.

The file is a personal folders file, but outlook doesn't recognize it. What
can I do to restore my data?
 
Importing and exporting are the wrong way to transfer Outlook data.
List the steps you used to copy and transfer this file.
Do not import it. Open it.
