Outlook pst files imported into Mail?

Does anyone know how to import and open Outlook files in Windows Mail? I
get a pop up box asking for compatible software - is this not possible in
Mail?
 
This question is answered several times a day, it seems.

To directly import Outlook messages & address book, install Outlook on the
Vista computer.
Copy the .pst file and open it with Outlook.
In Windows Mail, Import.

OR:

On the computer running Outlook, export the messages & addresses to Outlook
Express format.
Copy all of the .dbx & .wab files to a temporary directory on the Vista
computer.
In Windows Mail, Import.

There is no such option in my copy of Outlook 2003. I have File>
Import and Export Wizard> "Export to a file" is the only export
option. All others are import choices.

When you select Export to a File, you get: CSV DOS, CSV Windows,
Access, Excel, PST, Tab DOS, and Tab Windows. No 'Outlook Express'
format.

What am I missing?

Open Outlook Express on that machine and use File | Import.
