Can Outlook Express be used by 3 different people and Outlook by one
other person on one PC?
When you are in another application and want to "send to-email
recipient" how can you point that file to be sent by a particular
email account if I can configure my PC to run both Outlook and Outlook
Express?

Send to-> E-mail Recipient uses the default mail client and you can only set
one default mail client. Besides that you can configure as many OE and/or
Outlook identities and profiles you want.

OK, I understand the default client for the file sending. However,
when I attempted to set up OE it asked me if I wanted to make that the
default email client and I want Outlook to be default. How can I set
it up so that Outlook is default and OE can be used by others in my
family?

You can set the default in Control Panel-> Internet Options-> tab Programs

Instruct OE not to check whether it's set as the default; Tools-> Options->
tab General
