Outlook outlook organisation forms library 2007

I have created an organisation forms library in exchange 2007 and can see it in Outlook 2007 but cannot pubish to it. I get "an error occurred while going to this form". I assume this is some sort of permission error, but I created the form and I have full administrator exchange access.

Any ideas would be greatly appreciated
