Is there a way to have Outlook use OneNote as its Notes, rather than the
brain-dead Notes that is there by default?

unfortunately the the links in the article are bad - the file was either
moved or pulled.
 
you could ask in the OneNote newsgroup about add ins that will do this.

I can't think of any add-in that does this, although it would be
extremely nice to have something like this :)
Part of the problem though is that Outlook Notes are brain-dead from an
add-in programmer's point of view as well, and most add-in developers
will stay far away from Outlook Notes due to that.

Outlook notes are meant to be a post it note replacement - they are great
for short notes like you'd write on a post it. They are not good for long
notes, like in meetings etc. Before OneNote, posts or journals were good for
that.

OneNote has the equivalent of post it note replacement, side notes. They
are the default action that occurs when you double-click the OneNote
tray icon.

But they are not as easy as outlook notes for quickies. You can make a lot
of notes in outlook and view the contents at a glance just by opening the
folder (and using a table view) - in ON you have open ON, find the right
section and browse tabs.

Vista's sidebar note is also good for quickies, although outlook's is easier
to remember to back up.
