Outlook notifications on startup

Hi

I am not sure if this is a problem, but one of the users on our network is complaining that when they start Outlook they are not receiving notifications that they have email (the envelope on the taskbar) does this happnen? or do notifications only happen when new email arrives when outlook is open?

I just installed Outlook 2003 and am having the same
problem. The only way to retrieve my emails is by
hitting F9 or Send/Receive after Outlook is already
opened.

I don't have a fix but came to this group looking for a
solution.
