Outlook Not Closing Completely

I have posted this problem before, as have many others, and apparently
there is no solution. When I close Outlook 2000 (completely up to date)
running on Windows 2000 Pro (completely up to date), Outlook remains in
memory and has to be closed either by the Task Manager or by rebooting.
I have exactly the same problem at the office running Outlook 2000
(completely up to date) on Windows XP (completely up to date). There are
no PDAs and no COM Add-Ins. I was previously told that the problem was
caused by Norton Antivirus, which I was running at both places. However,
I replaced Norton with E-Trust, and the problem is unchanged.

At this point, I guess we have to assume that this problem is with
Outlook and that the only way to solve it is to use a different email
client. I thought I would ask one last time. Does anyone have any
suggestions for solving the problem?

It may be related, but frequently Outlook is unable to check one of my
seven email accounts. The problem occurs with different accounts, and it
will occur with an account that is on the same server as an account that
works fine. Restarting Outlook or rebooting the computer) solves the
problem. Therefore, the problem is not on the server.

My guess is that Outlook is terminally broken and that no fix is
forthcoming. It is particularly bothersome to see that users of Outlook
2003 are experiencing the same problem.
