Outlook must have ability to lock menu bars, eliminating the need.

Outlook menu bar management can be improved by allowing them to be locked in
place or remember user settings upon exit. Currently when opening Outlook or
adding menu bars all bars simply are added-in in sequence and are stacked
down from the top in the order they are opened/loaded. However, when you
have a small bar that could easily fit at the end/beside another bar this
would allow more space for below the menu bar part of the window. Other
apps/products allow/perform this, Outlook should be no different.
 
This isn't Outlook's problem in most cases. The behavior is caused by
multiple addins each adding their own toolbar and not providing a way to
save the location between Outlook sessions.
