Outlook message filtering

Why are some people not reiving my email even though they are asking for my
mail, could it be that they are blocking my email without knowing it. If so
can someone advise me how to unblock email in Outlook.
 
The receipient would need to examine their Outlook Rules, blocked senders
and check their ISP (or IT) for any other filtering, also any third party
spam/anti virus software
Try geting your recepient to send you a msg, then reply to that msg - do
they receive it?
 
Do the intended recpients see your message in their webmail view from the
ISP? If yes, then they have something in OUtlook blocking your e-mail, such
as a rule using a specific rule or something similar.
