outlook mailbox properties missing permissions tab

I'm trying to grant permissions so that someone may view another person's calendar. However, there is no Permissions Tab on the Outlook Today mailbox properties. Running Windows XP and Outlook 2002/XP. A full reinstall of Office XP didn't solve the problem.
 
Are you using Exchange server?
