It has to be, otherwise all of my users would be experiencing the
same problem. I have 40 other users on the same network with no
trouble. If I log one of the problem users on a different machine,
there's no issue, so the problem is definitely on the user's
workstation.

Your VLAN config isn't passing UDP packets, most likely? This
may be best posted in microsoft.public.exchange.admin as it
isn't really an Outlook issue - it's a networking/Exchange one.
