Outlook locks up

I loaded the Office XP Pro to correct my email problems.
Everything works fine except when I start Outlook I get
these exact messages;
The first time I try to open Outlook it locks up on
a "Configuring Outlook" BOX. it just freezes, similar to
old Outlook 2000 in that it locked up at that point.
I hit: Control, alt & delete to "END TASK".
Then the next time I get this exact message.
Outlook failed to start correctly last time. Starting
Outlook in safe mode will help you correct or isolate a
startup problem in order to successfully start the
program. Some functionality may be disabled in this mode.
Do you want to start Outlook in safe mode? YES NO
I am able to use and download email in this safemode, but
how do I correct this startup problem for good?
 
Close Outlook. Use Windows search to find the file outcmd.dat. (Enable
searching hidden and system folders if using 2000 or XP OS). Rename the
file to outcmd.old. Restart Outlook.

If the issue persists, please post back.

Rather than try to start up in normal mode, get the error message, and
then revert to safe mode, have you tried to startup Outlook in safe mode
yourself ("outlook.exe /safe")? When you start it up in safe mode, do
you still get any error messages? If not, I'd suspect an extension is
causing problems (add-ons and plug-ins that integrate with Outlook).
When starting in safe mode, extensions do not get loaded. When starting
in normal mode, these extensions do get loaded, and if they hang or fail
they can take Outlook with it.

If you can start in safe mode (using the /safe command-line parameter),
go under Tools -> Options -> Other -> Advanced Options and check what is
listed under Add-In Manager and COM Add-Ins. The Exchange extension has
never caused a problem for me. Uncheck the others. This will disable
them without uninstalling them. Then start Outlook in normal mode and
see if it then comes up okay (i.e., without errors). If it does, then
reenable each extension one by one to check which causes the problem on
Outlook startup.

Thanks, I have (Windows 98 SE) and your rename tip has got
me fixed up, "I think".

When I tried to reply (email) at the site with this good
news I got this message;

"Could not perform this operation because the default mail
client is not properly installed".

When I post a reply, using "Post a New Message", it works.
So should I worry about this? Can you help me out again?
