Outlook links all go to http://%22/

All links in outlook e-mails started pointing to http://"/ two weeks ago.
Does anyone know what's causing this. I tried a few Winsocket repair
utilities with no success.

Well, lets start with something.

Do you mean that when you hover over a url in Outlook, it shows as http://"/,
or just that when you click a url that is formed properly that your web browser
ends up taking you to http://"/?
 
I am having the same problem constantly. I am on Windows 7, Outlook 2010 and IE8. When I mouse-over the link, the correct URL is displayed. However, when I click, http://"/ shows up in the URL field at the top of the IE screen. I have tried numerous fixes without success. I have ensured IE is the default browser, I tried one fix-it-for-me from microsoft. And I have re-registered several .dll files. I also edited a couple registry entries. No luck.

Has anyone ever found a fix for this?
 
Start>Default Programs>Set Program access and defaults
Click on the drop down in Custom
Under Choose a default browser- Select Internet Explorer
Under Choose a default Program- Select Microsoft Outlook
Say ok
Restart Outlook and IE
Try to open Hyperlinks from outlook now.
