Outlook junk email filter will not stop blocking

I am using Office 2007 using XP.

Within the last few weeks, Outlook is sending most messages to Junk Email
folder. I have switched the setting to no filtering in Junk Email options.
I have erased all of the blocked senders list. I have repeatedly told
Outlook to always trust the addresses and it does not work. It also blocks
people from my contact list and people that are responding to my emails.

How do I fix this?

Try repairing the junk mail filter. See this:
http://www.outlook-tips.net/howto/fix_junk.htm . It should apply to OL 2007
as well.
