Outlook is receiving e-mails but not sending

Outlook is receiving e-mails but not sending them.
I have double and triple checked that my configuration of
the Outlook has been done correctly. I have been on the
phone with my e-mail provider and they couldn't figure it
out.

The error message I get is: Unable to conect to server.
Error Number: 0x800ccc0e

See if you can even telnet into them:

telnet <pop3server> 110

telnet <smtpserver> 25

This will check that the server names you specify are valid (i.e., they
have a DNS lookup record to find their IP address), that a path exists
so they are reachable by you, and that their mail programs are actually
running on those hosts (whereas a ping only tells that you can reach the
hosts but not that the programs are actually running).
