Outlook inbox updating (exchange server)

I have a Exchange 2003 server and Outlook 2000 clients. (Licensing,
management is reason we don't have Outlook 2003 yet)

For some reason, one of the clients on the LAN is not receiving email. She
has to change folders and/or manually hit the send and receive button to get
new email. Is there a way to set how often Outlook polls an Exchange server
for new email? Or does anyone know why this might be happening?

I have deleted and recreated the Outlook profile. I have not repaired
office yet, but it is a brand new install on a brand new PC (Windows XP).
 
Outlook doesn't poll, the Exchange Server pushes notifications via UDP; this
indicates a UDP connectivity issue:
