Outlook Import and Export is not working

I need to backup some Outlook folders but when I go to
File > Import and Export the option is greyed out. My
folders are located in Exchange so I tried the same thing
on a backup local pst file and the Import and Export
option is still greyed out. It worked about a month ago
when I used it last. I searched on Microsoft's site,
Technet and Google but could not find any reason for the
problem.
 
Make sure it is installed. Insert your CD and choose to add/remove
components. Expand the Outlook tree and see if Import/Export is installed.

Are you sure this option hasn't been disabled by means of policies by your
administrator?

I am the administrator and the only one who would
institute such a policy and have not done so.

Does this also happen when;
-you logon to this computer with another user account
-you logon to another computer with your account
