Recently, outlook has started to repeatedly hang (go to 100% cpu) on
startup. I have to kill the task, restart Outlook in safe mode and then
start it properly.

Are there issues with Internet Messanger. I noted a logoff from Internet
Messager on the file menu drop down that I have not seen before.

The PST size is about 800 mb.

Any suggestions?

What version of Outlook are you using? The reason that I ask is that there
is a known issue for Outlook 2000 when configured in Internet Mail Only
mode.

With that size PST I can understand Outlook having a fit. Try Archiving the
old e-mails etc. If you still need them that isn't a problem. You can even
get Outlook to archive periodically.
Go to File/Archive set a date and send to the archive folder. This will move
the bulk of the PST file to a file called Archive.pst.
To link to it go to File/Open and select Personnel Folders File, then select
the Archive file. The name of the option on that last part may vary.
To archive periodically display select a folder click on its name in the
title bar, click on the pin in the top left of the folder list that
appeared. You now have to work down the list right clicking the folders you
wish to archive and selecting Properties. You will find an tab marked Auto
Archive. Just set how long you it wish to keep files before archiving them.
