suitable to be used in OWA forms, so I want to make them only be allowed to
read but not compose in OWA, since . How to do this? Thanks!

You would have to provide some other control, for example a text box to
display a date.

thanks!

so now I have 2 versions of outlook form
I want the form with DTPicker cannot be used for composing in OWA, but
reading should be allowed.

How to hide the form so that the users cannot see it in the page for
choosing custom forms in OWA?

You should ask OWA forms questions over in the
microsoft.public.exchange.applications group. Don't forget to tell them
you're using Exchange 5.5.
