outlook express

When I try to send graphics or html backgrounds via outlook express,
or any other email client. I get the following message.

A time-out occurred while communicating with the server.
Protocol: SMTP, Port: 25, Secure(SSL): No, Error Number: 0x800CCC19

I have looked up the knowledge base and have been unable to fix the
problem
Xp Pro service pack1 installed,, as well as other fixes.
I am Using oe6 xpsp1 installed
I have got update q330994.exe
but get message "this update requires windows XP"

Any ideas

See if it is the same result when you send a graphics or html b.g. message
to yourself.
