There is no Microsoft Newsgroup for the above, so I am posting this here,
hoping I will get the answer to my problem. My OS is Windows XP Pro.

I recently upgraded my PC with a new Motherboard, a faster Processor and a
larger Disk.

This upgrade involved reinstalling Windows and since then I find that there
is a very long delay from the time I click on the Outlook Express icon and
the opening page being produced (so much for faster Processor)

The blue introductory (envelope size) Outlook Express 6 stays on the Desktop
for a very long time.

What should I do to speed up the process of getting Outlook Express opening
page?

Hi, Jan!

1) There IS an OE newsgroup at
news://microsoft.public.windows.inetexplorer.ie6_outlookexpress

2) Go to http://insideoe.tomsterdam.com/problems/performance.htm
You'll find complete information on how to speed up Outlook Express.

3) Go to http://www.tweakxp.com/display.aspx?id=108
You'll find another tip on how to speed up Outlook Express.

4) You can do even more to speed up the launching of OE. As you might
have noticed, the original OE "FrontPage" is very slow to load. You can
change that "FrontPage" so that OE loads much quicker. This requires
that you edit the registry. Here is how to proceed:

a) Open the registry and navigate to this key:
HKEY_CURRENT_USER\Identities\{GUID}\Software\Microsoft\Outlook
Express\5.0
(GUID stands for the long number of your own Identity)

b) In the right pane, give a right click. Click New, then String Value
and name the new value:
FrontPagePath
Double-click this new FrontPagePath value and enter:
about:blank

Thanks Dev, but the webs you gave in your answer are all "unavailable"

Not here. Both come up quickly. Your system may have other problems.
