outlook express

How do I get Outlook Express to work again. I get this
error message."OE could not be started. MSOE.DLL could not
be loaded". I tried downloading Internet Explorer 6.0 and
reinstalling it, that did not work. Where can I find
this .DLL file, it has either been corrupted or deleted
from my computer somehow. Also, I cannot get Microsoft
Outlook to work either, this is the error message from
that, "cannot start microsoft outlook, the .dll file for
the information service could not be found. MAPI was
unable to load the information service PSTPRX.DLL, be sure
the service is correctly installed and configured". Any
help or suggestions would be appreciated......Thank You.
