The article links provided by Anando assume that you're going to REINSTALL
Outlook Express after you've removed it.

If you're looking to completely and permanently remove Outlook Express from
your PC, the short answer is: don't. It's part of the OS and WILL cause
problems in unexpected places if it's not present. I speak from first-hand
knowledge. ;-)

If you're using Windows XP, I'd suggest you download the updated Program
Access Defaults Wizard and simply deny access to Outlook Express. If you're
not using XP, simply delete all your shortcuts and don't use it.

And I have to echo Anon's question: Why do you want to do this??
