The only way this might be an Outlook Express issue is if you have made a
rule that is for some reason blocking the person's e-mail and that would be
something would have had to consciously do. That said, if you have made any
rules in Outlook Express, any of them might be the culprit. If you have
not, the first thing to do would be to make sure the person is sending to
the correct e-mail address.
Start by sending this person an e-mail and simply have them click reply when
replying to it, this should open a message box with your e-mail address
already in the address field. If your e-mail is properly setup, you should
receive this reply and that will rule out your ISP and many things on your
end if you receive it.
The properties of that e-mail will contain your address, have the individual
copy and paste that address into the address field of a new message as
opposed to a rep and have them send it as a test, if it works, they were
sending to the wrong address, the problem is likely on that person's end.
Either they weren't using the proper e-mail address previously or their may
be an issue with their ISP. Once caveat, if you are using any third party
software to filter e-mail, for example to filter spam, it might be the
culprit, check to make sure you have not installed any security software
that might have such a feature.
