I have read that o.x. is a cheap + vulnerable program. It came installed on
my pc -xp sp3.
Is it safe to use ?

It is as safe as any other mail. It's cheap because it comes with Windows,
not that it is a cheap program.

Install a anti-virus program, do not open any email from anyone you
don't know. Even if its from any company you deal with, question if
its valid. (this is a common scam, impersonating AT&T or Verizon or the
power company asking you to 'click here' to enter personal info.)

Follow common practices and you won't have any more problems than other
mail programs.

If you feel paranoid, open a gmail or yahoo account (to name a few) that
you can use for all your web page applications, online purchases, etc.
Some ISP's allow you more than one email, if so make a 2nd one for
online use. Then use you main email address, that you want to
protect, for personal friends.

You claim to know that OE is cheap + vulnerable and then you ask if you
should use it? Gee, I thought you already knew all about OE based on
your claims of such.

O. x.? Do you mean Outlook Express? If so, note that it's usually
abbreviated "OE."

Outlook Express cheap? It's not cheap, it's free. It's part of
Windows.

Vulnerable? To what? If you use it wisely, it's perfectly safe, just
as is any other E-mail or newsgroup client. If you use it foolishly,
you will be vulnerable.

For example, any such program can deliver messages to you that come
with attachments. If you open all those attachments, you will very
likely get yourself infected with a virus. Attachments are risky,
regardless of whether you use OE or some other program. You often see
advice not to open attachments from people you don't know. I think
that that's one of the most dangerous pieces of advice you see around,
because it implies that it's safe to do the opposite--open attachments
from friends and relatives. But many viruses spread by sending
themselves to everyone in the infected party's address book, so
attachments received from friends are perhaps the *most* risky to
open.

Even if the attachment legitimately comes from a friend, it can
contain a virus. I'm not suggesting that a friend is likely to send
you a virus on purpose, but if the friend is infected without
realizing it, any attachment he sends you is likely to also be
infected.

Assuming you mean Outlook Express (OE), it is safe to use as long as you

I was only asking a question; your ascerbic response indicates an aloof
patronizing, yet 'small' complex. Not all of us were taught pc lore nor are
as young yet blunt as you.
I expect a reply as your 'smallness' will demand it of you.
I prefer to help and receive help with pc related issues not side line
snotty comments. You will have your turn when your cynicism hurts only you.
