Is it a Virus that causes my outlook express to have "Apply this rule after
message arrives"?
I would like to delete those unwanted E-Mails from the server but can't it
seems.
They still arrive in my mail box even if the Virus is deleted.
Someone please help.

If you want to delete email from the server, look at mailwasher, do a search
on google for it. Mail readers as far as I know need to download the message
to process it. You can set up a rule to stick them in your deleted folder,
and then delete files in deleted folder on exit.

You can take OE out of its sending and receving emails at start-up and on a
timed basis. You can find out how to use the Send/Recv button. It's out
there on Google.
