Outlook Express only will work on administrator
accounts. When using it on Limited accounts I get the

"Outlook Express has encountered a problem and needs to
close. Sorry for the inconvenience"

follow by the Send Error Report/Don't Send options.

Any ideas

You may have to temporarily change the limited account to an admin account
to find the source of the error. Open Control Panel, open Administrator
Tools, open Event Viewer, look for errors in the various sections that
correspond to the time when the problem occurs, double click the error, the
information contained within may give a hint as to the source of the issue.
If it seems meaningless, the third button down in that dialog box will copy
the information, you can then paste it into a message and post it here and
maybe we can figure out what's going on from that.

You must give those Accounts some administrative
features, cause with out some access they won't be able
to do anything that uses the internet, so just add them
as like a administator then use parental controls to
limit what they can do on their desktop.<<<tell me if it
works<<

Limited users can access the Internet, use Outlook Express or other e-mail
clients though the e-mail client may have to have been installed by an
admin.

There is no way in XP Home Edition to assign admin rights as you describe.
