outlook express to outlook?

How do I switch from using OE 6 to just Outlook? I'm using windows xp home
edition. Is outlook something I need to purchase?this something
 
Outlook is a part of Microsoft Office (Except for Home and Student Edition for 2007) and must be purchased.
