Outlook express sending issue

I am using Outlook Express on a Windows XP computer. The issue that I
am having is when I send an email to a certain domain they don't
receive the email. However if I send the email to someone at that
domain and CC some else who is not at that domain the person on the CC
gets the email but the intended target does not? Outlook give no kind
of error message, and the email does go into my sent mail folder. Any
help is greatly appreciated.

This newsgroup is for support of Outlook
97/98/2000/2002/2003/2007 from the Office suite of products. Outlook
Express is actually a separate program despite the similar name.
