Outlook Express Rules & Transfer Wizard

Does the MS File Settings And Transfer Wizard backup the Outlook Express
rules?

I've done some research using google and it certainly seems that the MS File
Settings And Transfer Wizard will back up email, folders and the address
book. But I'm not so sure it also backs up my email rules. Leastwise I
haven't seen it mentioned under support.microsoft.com.
